Despite the evidence, state governments actively court the gambling industry. Casinos are now legal in nearly half the states in the nation, and one or more forms of gambling are permitted in every state except Utah and Hawaii.
Gambling is big business. This year Americans will risk more than $400 billion on everything from the lottery to greyhound racing.
